If they have heal bell, they have a maximum of 2 support/attacking moves. If they have recovery, that's 1 usable move to help their team. That means that a well balanced team can wall it extremely easily.
Nobody wants to play a PP stall war, but if blissey's moveset is:
Minimize
Heal Bell
Softboiled / Wish
Toxic / Seismic Toss / Flamethrower
Then it's gunna have a bad time. Aegislash counters 2/3ds of those. Heatran counters all 2/3ds, fucking Golbat of all pokemon counters all 3 and can't miss with toxic, and as such actually kills Blissey before the PP stall.
Then there are more niche strategies, such as rain thunder, Hone Claws, Coil, that many teams might have, but you can't take just to counter one pokemon.
And then there's the strategy that works for every team, provided the Chansey isn't a threat to you with it's moves, which is almost certainly isn't:
Set up to +6 and just fucking kill it after a few frustrating turns of misses.
