Are you retarded? Dragon Rage does 40HP damage no matter what, Tackle has 50 base power and has the potential to only do 1HP damage if the opponent resists it or is of a much higher level.

not really. seismic toss does 100 points of damage at level 100, and so dragon rage (even though it doesn't operate on STAB since fixed damage, I'll assume adaptability works with it) would do 120 points with dragalge. A nice niche attack, only 20 pts more than seismic toss so not game breaking really.
