We don't know how Dark Pit and Dr. Mario are being changed, but Lucina is exactly the same as Marth but with a global tweak applied to her numbers.
Making Lucina for Smash4 after the groundwork was done for Marth (which is what happened) is similar in dev time to making a PSA tweak of a Brawl character, with matching model edit.
