I think the goal was to give some mons the ability to make use of the physical Fire/Ice/Elec coverage moves into viable secondary coverage options.
Neither are intended to be catch-all super buffs to all of its relevant moves. Even Mega Launcher doesn't boost a mon's STAB past 90, and the two moves it does boost has zero users to get STAB Mega Launcher Dark Pulse/Aura Sphere to abuse.
At most, the boost should be to boost punching moves by 1.25, which would push it up to ~94 base power, while still having the option for priority boosting (which Strong Jaw can't).

Except Earthquake, which has to be somebody important's favorite move due to how stupidly strong and OP it is, without drawbacks, and fails to ever recieve a nerf.

Windchimes are affected by winds, yes, but to create strong winds that you can call tailwinds to boost teammates? Stretching here, I feel, though it definitely does need a buff of sorts.
