Saying a UU is shit because OU exists is a fallacy, like any competitive tier OU is constructed almost entirely by its metagame. Not all Pokemon can survive a given metagame due to several factors. For example, the likes of Volcarona and Breloom who were hugely powerful in gen 5 have been rekt because of the emergence of Talonflame
Infernape and Lucario used to be the shit but fighting and steel has been nerfed, either directly or indirectly, etc.
If we were to use the logic that "if it isn't OU it's shit" then the only truly good Pokemon are the ones who have been OU since their introduction, like Tyranitar
