In 1 it's because of Majins essentially being RBY Mewtwo, and in 3 its because you can't alter inheritable evilities and some are better than others. Maybe the newer ones are different?
Anyway OP the problem with your idea is that BST isn't the only thing that makes a Pokemon good (or bad). Abilities, movepool, and typing are also a factor as well. Giving some Pokemon extra BST could push them well into broken status. Yes there's quite a few Pokemon that need a BST increase but making everyone equals isn't the solution. Besides, you gotta remember that Pokemon isn't balanced just for multiplayer, but for single player as well. It wouldn't make sense for the god of Pokemon to be statistically on par with a butterfly you got before you beat the first gym leader.
Besides, how would Megas be handled? Would they still get 100+ to their BST? Can you imagine how monstrous Mega-Khan or Mega-Gar would be with 700 BST?
