There is absolutely no reason to require sticky web support on a Pokemon that is as fast as Scoliopede
Hell at Jolly with max speed you outrun anything neutral speed under 68 base speed at +1
That means you're running circles around Adamant Dragon Dance Tyranitar since it would be able to bulk a Bullet Punch and OHKO you in return on the norm if you're trying to run sticky web to give it a turn to set up which does nothing if it's leading or switching in on sticky web
