Can this guy be useful in any way? I like the diverse movepool, but the speed is lackluster.

give it moody, ASSAULT VEST, down speed for trick room, up def / spatt your choice. 252ev hp and def with Fire Blast, Pyschic, Water Spout, and Gunk Shot. Also for not trick room, i pair him with pachirisu with volt absorb follow me and super fang nuzzle.

If Moody was allowed in competitive it would be a lot more useful.

I don't see why it was banned anyway. All the pokemon that get it are crap anyway

It was mostly banned because of smeargle; baton passing all those eva boosts to any Mon without having to so more than protect and sub is broken if your phaser is gone
