It makes no sense to have primal Kyogre/Groudon but no Rayquaza, and having figurines of those two but no Ray is just bullshit.

At least it made sense with Lugia and Ho-Oh because there is no third bird.

In HG/SS, Suicune was still part of the plot like it was in Crystal, despite the games being remakes of Gold and Silver.
Rayquaza will probably have a primal form as well, it just probably won't be as flashy or will have you get an item in the game to do it (like with Shaymin-S)

Suicune is not special outside of the Crystal plotline, also it was not a preorder figure for HG/SS so that would make even less sense. I guess it just kind of bugs my OCD that I won't be able to have a complete primal trio figure collection.
