Not only fits thematically, but there's only one Ice pokemon already immune to Water, Lapras with Water Absorb, which still has the benefit of healing while using that ability. Water and Ice have a one sided duality right now with Water resisting both but Ice only resisting itself. Many Ice pokemon are already part Water, and these pokemon formerly enjoyed a resistance to Water which now becomes an immunity. As it stands now, Water is "better than Normal at being normal" because offensively Normal has nothing weak to it and has two things resist it and one thing immune to it whereas Water has three things weak to it, nothing immune to it, and three things resist it.
It's high time Ice got a niche defensively besides resisting itself, something that Steel, Fire, and Water already do. I mean, Steel was intended as a defensive type and suddenly it's become one of the better offensive types with the advent of Fairy and improved Steel moves and Steel pokemon. That ain't right, not while Ice was designed as an offensive type and is still getting the shit stick for all its defensive oriented pokemon.
