'Legendary Pokémon' does not necessarily mean unique Pokémon. I think mons such as Heatran, Shaymin, Lati@s, Darkrai, soforth, are not individuals. Multiples have shown in the anime (Darkrai, Heatran) and the dex specifies there are herds of some (Lati@s, Shaymin)

Not the same anon, but would the battle facility theory suffice? People in battle facilities tend to have legendaries, and Cresselia is among the randomly-generated ones. Even though Darkrai is event-only and therefore never generated, I suppose with so many Cresselia around multiple Darkrai isn't as big a threat as it might seem.
