It's a tie.

Each of them can KO the other with a combination of the right move (Moonblast/Psyshock on Gardevoir, Poison Jab on Gallade) and Shadow Sneak. Neither can 1HKO the other without risking a 1HKO themselves.

There's also the chance that Gardevoir gets minimum damage on both its moonblast and then shadow sneak, failing to KO. It's only got a very low risk, but it does push it slightly over the otherwise 50/50 in Gallades favour.
