Making it fast wouldn't work aesthetically.
Take all of its useless speed and attack and shovel it into special attack and special defense. And give it Power Gem.
Or make a new Rock/Ice type with a sleeker design that could believably be fast.

I'm not so convinced, I can only think of Tentacruel, Purugly and Miltank, maybe Durant too.
It's easier to think of fast looking Pokemon that are pretty slow like Flygon.
