They didn't create one because they knew they could just take the easy way out and shovel in the kanto legends
The difference between XY and BW2 was that BW2 did not include any legends from other regions at the expense of the ones who normally appear.

Also, there is always one game per gen that has lots of legends, see HGSS in gen 4, BW2 in gen 5 and probably ORAS for gen 6.

Also, the question I ask you then is, if it's all about iconic and popular, why do we not see any 'references' to pokemon from other gens? Or are you going to argue that only gen one pokemon are popular?
