There's gotta be some way to limit VS seeker so you aren't constantly spamming it. I imagine the thought behind these limitations is that the NPCs are people too and have the right to refuse a battle even you demand one.

No, they really don't. If those fuckers want to challenge ME without giving me an option you bet your ass I'm going to challenge them without giving them one.

That said and taking >>20770459 in consideration, re-matching trainers daily would pretty a pretty awesome but only if you're the one who challenges them.
