It's supposed to be hair, but it has to be all one piece to stay on the arms, but even then there should be a gap under the tail. So it's hair that clings together; would it be coarse to touch? Does it grow, and if so, how does the flame symbol stay at the same height?
It seems like it would only make sense if there were skin under there, like Gardevoir's skirt.
