Personally I prefer to run Lilligant along side Ninetails with chlorophyll instead of own tempo. Sure, other plant types do the chlorophyll trick better, but I've managed to pull some games back with a +2 speed sleep powder a few times, even getting rare Lilligant sweeps.

Not going to deny though, her coverage is trash and she can't bulk much like other grass types. You've got to love her to use her.

Nah, don't go with Petal Dance. That just makes you setup fodder quite a few things resist it, some having double resistance.

Energy Ball/Giga Drain would be better.

I think the dilenma here is that even if she got coverage moves, you'd have to choose between having Sleep Powder to setup on anything that isn't a Grass-type and only have 2 coverage moves or having to time a perfect moment to set-up without Sleep Powder but having STAB and 2 coverage moves.

Honestly I'd just be happy with Earth Power. Her Sleep Power and Quiver Dance is pretty much her core and I prefer to run her with giga drain over petal dance. Once set up I really like to have a recovery move to bulk some priority hits, not counting Talonflame who immediately fucks her regardless of boosts. Earth Power would help her a lot, it's not perfect coverage but I don't think Lilligant will ever be a great sweeper, people use her for her looks more then anything.

If I'm not mistaken then only types that resists/immune to Grass and Ground would be enemy Grass types and Flying types.
