I would say that no type is supposed to be more useful than the others, but nope, that is not the case. It's what it should be, but it is not the truth. Some types were legitimately made to be more useful than the others. It'd be difficult for me to quantify how I think it goes, and it would be ignoring the meta.

what exactly makes dragon good? it's one resist away from having Normal-tier coverage (since it's only SE on itself), or is resisting the basic elemental Types that good?

It resists common attacking types first of all. Then it hits every type bar steel neutrally. Finally, dragons in general have incredible BST, meaning they can hit anything but steel types hard. Following this most dragons get earthquake, fire blast, or both to hit steel types.
