On turn 3, Serperior has x3 special attack, and does more damage. Kingdra's damage does not increase.
On turn 4, Serperior has x4 special attack. Kingdra's damage does not increase.
Kingdra does more damage for a grand total of one turn, and if you count the set up turn, Serperior does more total damage every single turn.
Furthermore, contrary Serperior is faster, immune to sticky web and memento, and has a movepool that allows for more flexibility, since Kingdra needs to have focus energy. Serperior can have 4 attacking moves. Kingdra can have a grand total of 3.
Lastly, Serperior can have a hold item. Lefties, Sitrus, or Assault Vest to make it tankier than Kingdra. Life Orb, Choice Specs/Scarf, etc.
Critdra has to have a Scope Lense. If it's knocked off you lose half your fucking pokemon.
