I'm no genwunner, and I don't necessarily agree with the OP. However, I do see where he is coming from.
Newer Pokemon designs, in general, have less definition.
Take a look at something like Oshawott. Stubby limbs, no telling of how it moves.
Now look at Squirtle. It has joints, and a solid anatomical structure.

You're right, we'll start over. A classic example is Eevee versus Zorua or Fenniken. Generic quadrupeds. Again, the latter two have stubby, cartoony features while Eevee looks solid.

Perhaps I am. Primeape is less defined than, say, Infernape, and Tirtouga looks a hell of a lot more solid than Shuckle. However, in general the designs have started to become more and more cartoony.

Cartoony, "balloon animal-esque" design is not good when that's how it's designed. It can be drawn as a cartoon and simplified, and that's fine. But when your arms and limbs are already simple stubs, then something's wrong.
