Chesnaught doesn't have the usage to be OU, so it's UU. In UU, tons of stuff threatens it and it doesn't really wall anything except Mega Absol maybe? And even then you're better off with Aromatisse usually. It's just an example of the tiers being individual metagames as opposed to a "spectrum" of power levels because Chesnaught is actually really quite good in OU, as it solos your average sand team and counters Mega T-Tar, Gyarados, Bisharp, and some other stuff.
Oh and Talonflame is ridiculously overrated and is really not much of an issue for a team that would be running Chesnaught.
