Actually I've been looking into that. You see, if Groudon's design is based on Theropod Dinosaurs, then the measurement of it's height is accurate. That is, to say, that in the case of theropods, the maximum height is measured at the apex of the hips, since many are known to slouch forward. Now imagine it: measuring Groudon to 11' AT THE HIP. Seems to make a LOT more sense for a Pokemon said to have created entire land masses, doesn't it? It would also help to explain it's size in the anime adaptations as well.
