What you are seeing there is not Project M, but just a hacked Brawl. They have the GSC and Super Codes, which are basically codes that allow for instant attacks that can be cancelled into other attacks, including the very same ones. It's also tool assisted to input all those crazy combos. While Project M has something similar, it's an on-hit cancel where you have to actually hit the opponent first in order to cancel into another attack, and it can't be the same attack. It is nowhere near that fast.
