What would be a fair downside for a status move that freezes 100% of the time that would still be playable?

Pic related: best ice type pokemon.

Freeze is retconned so that if a Fire-type Pokemon in play loses HP, all frozen Pokemon in the player's party are unfrozen.

My original train of thought was something like Blaze, that they heat the area around them when engaged enough in battle, so any frozen Pokemon sent out defrosts enough to break through.

It's a debuff move that lowers speed by two stages each turn at the end of the turn, and once they reach -6, they are frozen.

They really need to fix freezing. Make it last 5 turns max, less if under sun. Also a 45 BP move that has a 50 chance of causing freeze under hail would be cool.

Unless you're only talking about pure Ice-types. Monotypes are generally shit, though, so that doesn't really say a lot.

As for downsides, it would need to freeze both the user and the target. The Frozen status would also need to be retconned to provide a temporary 50% boost to both Defenses for afflicted Pokemon.

he can be ice type if you use protean and ice beam. But he's more of a physical attacker so I used -atk nature. Maybe I'll make a neutral one.

Freeze never fucking works in my favor. I've managed to freeze opponents at least 3 times on Battle Spot so far, and they thaw out the very next turn without using any Fire move or Scald. The best thing that's happened was a close battle against some guy who after freezing his last Pokemon probably just gave up and clicked Quick Attack instead of the other move that would finish off my last Pokemon. It thawed out, Quick Attack'ed for miniscule damage and was finished off by my attack.
