think of it this way. at level 50 it takes 2 IVs to get 1 stat point. It also takes 8 EVs to get one stat point.
1IV or 4 EVs won't do anything alone. But if you have both 4 EVS and 1 IV ate level 50 you'll get a stat point. So 31 IVs + 4 evs will net you another stat point which is useful. However if the stat is uninvested 30 IVs will be the same as 31.
