Why do idiots think Magma is a fire team? They want to make more land, their signature mon is a ground type (and they also use another ground type in Emerald), their associated legendary is ground, literally everything about them revolves around land/ground.

Mightyena and Sharpedo with only 1 normal move for STAB, and the world's most mediocre Crobat.

At least Camerupt has decent moves.

Gen III had shitty move distribution. For instance: Sharpedo doesn't learn any Water moves by level-up. It should be a lot better in ORAS.

Because Gamefreak is fucking stupid. For some reason Aqua and Magma have extremely small pools of Pokemon, smaller than any other villain teams. They could have easily given Magma a couple more ground types (Trapinch, Geodude, Sandshrew) and there's no shortage of water pokemon for Aqua to use. GF added Wailmer and Baltoy in Emerald and that's it.
