>>20832617if you use 6 pokemon and dont grind, teams are never underleveled on average (though you usually will have 1 or 2 that have a 10+ level jump on everyone)
but you easily overlevel if you just use 1-3 pokemon. even with the weak wild and trainer pokemon.
the problem with the newer games is actually (if you want to call it a problem) that trainers all have an average of 1.5 pokemon. in red/blue, you barely had anyone with just one pokemon in the whole game. and often, you'd run into one with 5 or 4 pokemon.
personally, i don't see it as a problem in x/y though. while i would have liked for leaders and e4 to have more pokemon, the game, with the use of the new exp share allowed me to do the one thing I always wanted to do in pokemon - switch teams over and over.
in most games before, switching out any of your high level pokemon could lead to problems without excessive grinding. here, you could make a new team for every gym leader, testing out all the new pokemon and types, without grinding the game to a boring halt. your starter overleveled? put him in the box for an hour or two. in the older games, putting your starter (or other wise main pokemon) away would most likely lead to losing battles.
so yeah
