No. That's just an amusing naming coincidence. However when the now inevitable Sinnoh remakes are eventually made Dialga and Palkia will get new forms or something similar to Primal Devolution that is unique to them.

Personally I think they should get an Origin Forme to match Giratina.

2rearrange its bst
3change its ability
4use an item to force you to access its primal form
like they did with giratina origin form.
