There are some pure attackers that have such weak defenses that a special HP bracket isn't necessary, though I do agree with the sentiment. Tailoring EVs to do exactly what you want is the mark of a good player.

If I'm feeling lazy or the Pokémon is something I don't particularly care about (i.e. I got it in a trade and it is pentaperfect), I'll do 252/252/4. If it's something I intend on using I'll run a heap of calcs at level 50 to make sure I can beat/tank certain threats.
