Why use Soundproof over Static or even Aftermath for Voltorb and Electrode? Why even consider using Soundproof over Sturdy for Bastiodon and Shieldon outside of avoiding things like Screech that are seldom seen? Mime is, perhaps, more viable, but even so, Filter and even Technician are often better with it unless you really like subs and happen to be facing off against a 'Mon with sound moves, and why use it on Bouffalant when Reckless makes it even more offensive and Sap Sipper offers a helpful if somewhat redundant immunity and boost, the same with Snover and Abomasnow when hail is what makes them relevant?
Mime aside, potentially, and maybe Shieldon and Bastiodon if you want their defenses secured, the only 'Mons that can really sort of use Soundproof are the Whismur line, and even then, Loudred and Exploud have access to Scrappy. And how many sound moves are used frequently, anyway? Roar, Hyper Voice, Snore, Boomburst, Bug Buzz, Chatter, and maybe Screech? Possibly Noble Roar if you ever wind up facing a Pyroar? It's incredibly situational.
