Altaria has no way to boost its Special Attack, thus Hyper Voice is best used only on a Cleric set where its higher base power and ability to hit through subs (less setup bait) is better appreciated.
Altaria has Dragon Dance and great STABs in Pixilate Return (Double Edge/Body Slam if you have access to FRLG tutors), combined with its strong defensive typing and resists, allow it to be one of the most reliable Dragon Dancers in the tier.
Earthquake is the coverage move of choice for any physical or mixed set, allowing it to hit Steel, Poison, Fire for SE damage that would otherwise resist your Fairy STAB.
Cotton Guard sets are 100% setup bait and Toxic bait since you no longer have Natural Cure on evo, and your one Fairy STAB move is walled by Steels and Poisons, the same types you can't Toxic with a defensive set.
Natural Cure vs Cloud Nine is a pointless debate. You are megavolving Altaria the first turn its in. There are niche cases where you are Toxic/Burn/Paralyzed on the turn you switch in and instead switch out with Natural Cure to Mega evo later; there are niche cases where Cloud Nine for that one turn switching in will help against weather brought about by Megazard Y and Tyranitar (and the less common Rain Dance/Drizzle teams) and secure a safe boost.
95+% of the time, neither ability will be applicable.
