Not really, he was already crap in Gen 2 which didn't even introduce many overpowered new mons. The rule changes from gen 1 to gen 2 just completely killed him.
>No more awesome crit chance
>No more unresisted attacks in Bodyslam + EQ
>Paralyzis becoming much less usefull thanks to the rise of SleepTalk
>Overall change of the meta to a much more stall based style
