Most dubs pre 2000 are pretty much garbage, not only was it not very known how to voice act over glorious nippon cartoons (keeping the feel of the show and characters close to the originals), and quality was really mediocre.
Most people watch dubs nowadays because (for older shows) nostalgia, and if someone is truly interested in watching a series they will watch the subs because there is no guarantee it will get dubbed. Its not hard to read text and watch at the same time.
