also pokecheck is used for pokegen iirc. after genning a mon, you plug it into pokecheck to check if it will pass pokebank / can be used with battlespot battles. if it doesn't, it will tell you what's wrong with it etc. then you don't have to make it then go through the transfering hassle just to find out you screwed up somewhere.

and it's mostly a legality check I think. It just checks if the pokemon is legal and if it is, it will let it pass through the transfer and/or battle spot. The legality check on battle spot is more strict than pokebank's though, I've had mons pass bank but not battle spot.
