Dr Mario and Dark Pit are not clones though.
Also the concept of character slot doesn't exist, Sakurai didn't think "Dark Pit or Ice Climbers? I can only put one...", he just went full retard and that's all. Blame the 3DS that can't handle them, if it was WiiU only this game would have had way more stuff and may your climbers too.

Clones take little effort to make. Even if Sakurai didn't put in any clones, Ice Climbers still wouldn't have made it in, especially since they were providing tech issues for the 3DS. Blame whoever decided to put the game on that system and not have separate rosters.
