How do we make them good?

How broken would Chesnaught, Blastoise, Torterra and Samurrot getting Shell Smash be?

How good would Meganium be with Bulk Up, Calm Mind, Wish and Baton Pass?

I'd like to see ideas to make some lower ranked legendaries stronger.

Cobalion and Virizion are alright in UU. Never used Virizion, but Cobalion just needs to be able to hit harder for the most part and could some Special Defense. I run this set on Cobalion in Battle Spot singles 3V3 and it gets the job done pretty well, though common stuff like Slowbro and Talonflame do wall it.

252Atk/252Spe/6HP, Jolly
Taunt
Reflect
Close Combat
Iron Head
WP works decently on Cobalion since it has good defense and people just rush to EQ it and with Justified, you have 4 attack types that can help it raise its Attack. It takes hits well too with that defense and you can amp it further with Reflect, which also has some synergy with Taunt. Close Combat for a hard hitter, Iron Head for taking on Fairies. Taunt and Iron Head helps handle Clefables most of the time.

It only needs Drain Punch to actually be top teir tbh. Maybe the elemental Punches too if you want to run an Assault Vest on it.

Instant OU. Azumarill and Whimiscott(whos handled by Ice Beam) are the only things that resist all the moves that benefit from Mega Launcher.

Not broken but would be RU material? It'll probably need Horn Leech for quick boosted healing.

It might jump to UU as a niche as the only mixed attacking Shell Smasher. It's movepool is pretty good for it to go mixed. It would be pretty fun for mindgames,
