It turns out the spikes aren't in the actual game. I have no idea where this image came from but it isn't an accurate portrayal. After I saw this in game I thought it was fine.

If the nose was flatter like an actual saw shark it would be better. The teeth being retractable definitely makes it better.
The yellow shit all over him looks awful but is made slightly better when you realize they are just supposed to be more scars all over his body.

Of course it looks good because it's just Sharpedo with yellow scars and nosespikes. Sharpedo looks cool as fuck already so this won't make the Mega look bad. In the other hand if they gave these elements to another random Pokemon that doesn't look as cool people would all agree.
Also, wasted potential. I don't like it. 4.5/10

I hate both of those designs.
