Well he was useless in gen IV and V as well, so I'd assume the physical special split happened. Truth be told he wasn't great in III either.

There, I fixed it. Now you can use any non-attacking move every other turn and save your "acting turn" for when you need/want to use it.

What tier is it in now?

How so? You don't have to go attack -> non-attack -> attack, you could use as many non-attacks in a row as you want. You can only not attack consecutively.

gen 3 had less power, so Slaking's nuclear attacks had a niche. Gen 4 created a big power creep that Slaking couldn't do shit about with his ability.
