The Conkeldurr line is probably the most intelligent of the heavy guys, as they know about construction, concrete, and steel making and taught humanity about these things. The dumbest would probably be the Mankey line, as that's more animal than human-like
And with meowth, the team rocket one has said that by learning how to speak like a person, he is seen as an abomination. Otherwise, I guess it largely depends on the species of normal types. Ones like Clefairy are probably pretty smart, but then you get animalistic ones.
As for ghosts, some probably very much intentionally do those things on purpose, and others are probably too...naive, I guess, to really care about the consequences. I don't think that they're dumb, it's just that they're largely driven by a desire to inflict harm.
And I dunno, I'd say ground and rock types are probably the dumbest of the bunch, even when compared to bug types. Then again, a lot of them don't really need to be smart, as they're generally highly durable and tend to be very large and heavy.
