All that'd happen is that you'd have LESS room to counter threats, and MORE room to have sweepers with perfect coverage that can ruin what's in front of them.
It would result in a much more agressive metagame than it is today.

All pokemon species should have a fifth move they can always access by default. A signature move linked to if they have a hidden ability or not.

Basically sweepers become king and the game moves even more heavily toward high paced offense. Nothing can stop certain sweepers who now have infinite recovery moves.
