Gen II had the best balance between badass and goofy design in my opinion

Emerald was a runner-up, Tate and Liza is the hardest Gym Leaders in any game, but some other areas are total push overs in Hoenn. Making lv70 Rayquaza avaible before the post-game is just weird, even though you don't have to use it.
