Mega Evolution in the anime is build up as something "other" trainers have. The champions Diantha and Steven have one. a gym leader (Korrina) has one. One of the members of the elite four (Siebold) has one. And the way they're being presented is barely a step below legendary pokemon.

This is where Alain comes in. He was made because he is supposed to be a main character who can use Mega Evolution.
