That's a new move, silly. And all of the new Psychic, Flying, and Rock moves one for each type are exclusive to Legendary Pokemon.
At least Mystical Fire can be used as a STAB in VGC.

And my point was the only new Fire move was a signature move so bad, the only thing that gets it doesnt even use it when the NPCs use that pokemon. It might as well not exist.

The point is that you could. And that Fire was still better off than at least four other types in terms of new moves this gen. Of the now-eighteen types, one received no new moves whatsoever, while six only gained one. Of those six new moves, five can only be learned by a single Pokemon. Three of those Pokemon are also Legendary.

If it gets a good, specially offensive Mega with higher Speed and Drizzle or Snow Warning, Lapras could demonstrate the chilling power of Ice-types.
Being weak and slow kills Lapras more than anything else. Same goes for a troubling number of Ice-types.

I really wish that they made Gourgeist into a special attacker. What was the need of making a second version of the same Pokemon you already released in the same gen?
