Will XY and ORAS use the same GTS? Say, i put up a zigzagoon in ORAS asking for a chespin, could i send a chespin from XY to fulfill that request?
how was that managed in DPPt/HGSS and BW/BW2?

I'm pretty sure something like a third of all the legendaries can't actually be transferred through the GTS. You can request them, but not offer them.

but why that option exists in the first place instead of disallowing requests for untradable pokemon is a huge mystery
