Emphasis on 'one of.' Rocket was boring as hell yeah, but at least they made sense. RSE Aqua and Magma were pretty uninteresting for the most part and had nonsensical plans/motives. Can't decide if they or Flare are worse.

Magma's and Aqua's plans are supposed to be a bit nonsensical; it's a children's game, they want to make it obvious to children that their plans are evil and not very sound, but for all intents and purposes, they are the ones with the most down-to-Earth plans, maybe without counting Plasma.

ORAS made those plans even more sound of logic. Magma seeks human benefit by expanding the landmass. Aqua thinks Pokemon should benefit by having more water to live in because humans have taken that away from them. At the core, these plans are actually something you'd expect from some evil organization.

The way I see it, if you get Omega Ruby, is because you see Magma as worthy rivals with a purpose that makes sense, but must still be stopped. So you think of Magma being better than Aqua. Remember that in OR, Aqua doesn't seek their own purpose like in AS. They simply seek to stop Magma. There's a huge difference.

Same for Aqua Sapphire the other way around.

Large farms, too, if they exist in the Pokemon world. The shit runoff of some of the larger ones, especially pig ones, means the rivers around them are almost (are?) toxic, at least from what I've heard.
