It has Grass Knot to deal with Kyogre, but what can Xerneas do against Groudon which resists its STAB?

This is with Groudon's current stats, just added Fire type.

Groudon needs 128 HP EVs to always survive Focus Blast, and it survives half the time anyway with standard EVs.

Not OP, but since these Pokemon go though a sort of devolution, couldn't it be assumed they might be weaker?

Groudon and Kyogre could have been made into solid OU Pokemon with the niche of being the only permanent weather setup. The lack of a held item would deter people from using the modern forms, and bans could be placed on any items apart from their respective stones if need be.
