Because you need to set up to make it decent (you'll have to bear with 75% accuracy until you take a turn to use Hone Claws), it's out-damaged by SD Dragon Claw/Outrage, and Hone Claws isn't very good.

They don't intend to give him DD because it isn't by accident that he has 102 speed. There are enough DDers already and another one won't offer much more to any metagame. Garchomp was designed to hit both hard and fast turn 1.
