To answer the OP: either Hoenn or Kalos. Hoenn had the potential to be this lush tropical region but everything looks the same, the only big exception I can think of is the ash dust.
Kalos had nice areas (the glittering cave and anistar city) but even things that should have been great like lumiose city just ended up being a fucking mess. I can't think of a central city in any region worse than it. I used to have to pull up a map online any time I wanted to buy certain things in it.
It had a cool concept but I don't think it succeeded, not a lot stands out and while I don't think it's awful, places like Sinnoh were so much nicer and scenic.
