For example, Smogon hasn't banned Metronome for the same reason; there are a ton of abilities (or moves) and the odds of getting a beneficial one on a roll are very small, certainly not in your favour.
Introducing RNG into the game isn't what they dislike, it's when that RNG grossly favours the person abusing it. In this case it usually favours the other guy.
It would be a fun ability but it would be so unreliable that nobody would seriously use it.
