What's the absolute strongest attack in the game, not including mimics, metronomes, or requiring attack boosts?

The anwser is event V-create rayquaza under the sun with a fire gem. thats about as strong as you can get without using skill swap to get certain abilities and without the help of other party members using helping hand or flower gift

Victini's STAB V-Create would hit harder despite the lower stat. Choice Band lets it hit harder than Fire Gem. And Rayquaza cannot into Sun boosts.
Getting a Choice Band onto M-Medicham would make its Focus Punch hit even harder than this Sun-boosted CB V-Create.

I think swampert with a metronome and the move ice ball would probably be the most damage you colud do in singles.
either that or flare blitz darmanitan with sun and a fire gem

For example, the extra boost given by abilities like Pixelate was an oversight. Expect that to be removed next generation, if not in ORAS.

+6 helping hand v create off of victini. Max EV's/IV's in attack, plus holding a choice band, and it also had flash fire skill swapped onto it, which was then replaced with pure power. This is under strong sunlight, and in a triple battle with 2 pokemon using helping hand. Victini is at +6.

The opponent is a level 1 paras with 0 evs/ivs in defense, has dry skin, and is at -6 defense.

How much damage does it do?

I think that Banded Black Kyurem's Freeze Shock is the strongest physical move, and Specs Deoxys-A's Psycho Boost is the most powerful physical move, going by base stats and STAB move base power.

OHKO moves ignore changes to the accuracy/evasion formula, following its own unique accuracy check. Lock-On/Mind Reader and No Guard bypass the evasion/accuracy check while it's active, thus both these methods allow OHKO moves to hit all the time.

Since you cannot do more than 100% of a Pokemon's health, the anon was right in suggesting that the OHKO moves are the strongest since it will always do 100% of a mon's health assuming it hits/target isn't immune due to type/ability.

A choice specs Ditto transforming into a 252+ SpAtk Mega Mewtwo Y with a +6 in every single stat whilst a teammate with Flare Boost uses skill swap on it and then burns it. It then lands a critical hit with Stored Power against a minimum Def Happiny that has transformed into the Poison/Fighting type during Wonder Room as a teammate uses helping hand on the Ditto.
